Technologies. In the process of finalising this report, the RSPG is seeking

The Radio Spectrum Policy Group’s (RSPG) was preparing
an Opinion on a coordinated EU spectrum approach for scientific use of radio
spectrum.
In the process of developing this opinion, the RSPG was seeking the views of
stakeholders in respect of the considerations developed in a progress
report, in particular concerning the status of the radio spectrum used by
scientific services, and the approach to assess costs and benefits in cases
where spectrum can be used on a shared basis.
The RSPG also welcomed other remarks or suggestions that you may
consider relevant on this issue.

Public consultation on Wireless Access Platforms for Electronic
Communications Services (WAPECS)

In view of the interest expressed in this subject, the RSPG had decided
to issue a document for public comment in parallel with the ongoing
discussion in the RSPG. The contents therefore had to be viewed as "work in
progress" and did not necessarily represent the views of Member States.
Comments received, from both Member States and other interested parties,
have been considered in developing an RSPG Opinion on WAPECS. The intention
was to develop a draft Opinion for consideration by the RSPG at its meeting
in late November 2005.

Analysis of the Responses
Consultation in the context of the development of an RSPG Opinion on
priorities and objectives for the Community in the World Radiocommunication
Conference 2007
28 June - 22 October 2004 (initial deadline 21 May 2004, extended until October)
Following the conclusion of the ITU WRC-03 conference, the Commission
requested the Radio Spectrum Policy Group to provide it with an advisory
Opinion on the policy priorities and objectives to be
pursued by the European Community at the 2007 conference (WRC-07), to ensure
that European preparation of this event would be accompanied by a reflection
process at political level taking into account Community interests.
The RSPG had decided to reopen the public consultation on this issue. It
welcomed all interested parties to express their views, whether
they are individuals, representatives of particular companies, associations
or public entities which could be affected by the results of negotiations at
WRC-07. Those interested parties having provided input where allowed to send their updated positions.

Public consultation on secondary trading of rights to use radio spectrum
9 February -> 2 April 2004
To investigate the level of interest in secondary trading of rights to
use radio spectrum as a tool for more flexible spectrum management, the
European Commission has issued a request for opinion to the Radio Spectrum
Policy Group (RSPG). The main objective of the request is to form an opinion
on the potential benefits and drawbacks of secondary trading of spectrum for
European Community policies and in particular the EC internal market; on the
procedures and conditions to be addressed when introducing spectrum trading;
and on the potential need for co-ordination among Member States regarding
introduction of spectrum trading in order to avoid a fragmentation of the
market for spectrum and wireless technologies.
